Web admin for server owners

Live console, player list, kick and ban, resource restarts, logs and a resource monitor, in the browser.
Planned: Decided, not started yet.
In the server console, resmon already shows what each resource costs. The web admin brings this and the rest of a server owner's daily work to the browser.
Later: roles and permissions for your staff team, tickets from the game, a database view and a code editor.
